UN Meeting Wednesday 11th September 2019

Campaign 18
We have 2 Commanders for Campaign 18. So Campaign 18 can now start with scrim on the 22nd September 2019. Agreed Commander for Campaign 18 is Spad (Blue Army) and Cyclepath (Red Army).
Schedule will be posted at a later date.
Campaign 19
Two members have also put their names forward as provisional Commanders for Campaign 19. If any other members come forward and would like to lead an army for Campaign 19, then a provisional Commander will step aside.
Due to long breaks between Campaigns (which has been between 6 to 7 weeks long), We are trying to limit the down time between Campaigns to a two week turn around. (example: Campaign ends Sunday, the following Sunday is a Standing Armies, Then start of next Campaign with a scrim the following Sunday) This will give time for members to sign for the Next Campaign.
Neutral Players
The UN had a long discussion on weather Neutral Players should or should not donate towards each Campaign. This was based on the costs for the Game Server, TS Server and the Forum to be maintained. The UN voted that Neutral players should donate toward each Campaign.
The cost of the servers is as follows.

UN Members who have requested an army (Red/Blue) will wait until all other community members have had a chance to register and choose which army they are on and have been allocated to an army and then UN members will be allocated to the army they have chosen on Battle Day before the start.
Sunday 29th September will be the official Scrim Day, with team tags on .and Sunday 6th October will be the start of Battle 1. This will give commanders time to choose maps for the Battle Days ahead.
Commanders meeting will be on Saturday 28th September at 11pm UK time.
All currant sign up for red/blue armies are up to date and allocated to their army request as of close of meeting.
Tracker has informed us that we have $446.69 in the kitty which is great to see. We the UN would like to THANK you
for your Generous Donations it is greatly appreciated.
Reminder that clocks go back for EU on Sunday 27th October and USA on Sunday 3rd November. List of start times will be put up for those days.

Discussion points:
UN roster roll call- need to speak to everyone to confirm if they going to be active for C21. Duck (myself) asked to be sheriff, Nookie had no problem with it & he is interested in remaining in the UN. As well Joser has expressed interest. Waiting to confirm positions with the current UN members.
Duck's ideas: I presented the few present with some ideas. These ideas are just talk & nothing is carved in stone. The two main ones are actually in regards to the same issue.
The Needing Commanders Recurring Problem: As I see it, the time wasted waiting for commanders & then everyone to sign up, is the biggest problem. Down time cost $, wasted $ is detrimental to the tournament. So here are a couple different options to consider.
KICK START THE TOURNAMENT: (1st option)
It would be nice to walk away from the end of one tournament with players on the roster. We could discuss creating a couple small groups of 6,8,or 10 a side. (whatever is decided) and automatically assigned each of the preset groups to a side - as soon as registration opens. Others could register, but we would have to wait for the (2) preset groups to be paid for, before anyone else is placed on a team. Commanders could step up before or the commanders names would have to come from within each group.
This would kickstart the tournament. We would have $ coming in faster, commanders faster, players signing up faster. (in theory)
No Commanders: (2nd option)
I really don't think we can get to this to work, however, this is what could work. I have to vet it against the rules. Some rule changes could be required with this option.

I've looked over the job of commander under the current format & suggest most of the following would be covered under the campaign specific rules. (rule changes could be required)
Why do we need commanders? What exactly do we have to require?
Campaign specific rules: We need 2 commanders to agree to the terms. The campaign specific rules are preset by the UN & could be simply set by the UN. This is already done, it's the default set we start with. *could eliminate the need for commanders input. Instead of a commanders agreement - it would be an UN agreement.
Picking maps - *again we could eliminate the need for commanders input. Just post a master list of the map pool & play it top(start) to Bottom (end). Would have to leave some loop hole, if we have a problem with a map, the un could pull it out - or even give the teams a 1 time veto right. Each campaign they could veto one map without reason - map moved to bottom of map pool list.
Skins: *again remove commanders input. random skins for everyone, pick what you like. Leave it totally to the teams to coordinate skins.
Army names: Same thing *remove commanders input. Team names RED & BLUE, tags R & B, UN standard logo doesn't change.
Army ranks: This is the only part we would really need. I cant think of a way around it. Someone on each army would have to post army ranks & this is why.
Our rules are set up so that players have to listen to any player with a higher rank. Eliminate the ranks and then we lose control of new players. New players or any player could just do as they please & the UN could not remove them for not following orders. Take any asset they want and then it all starts falling apart. Cant say they are not following orders when there is no structure of orders given.
Just some thoughts, we could tweak the campaign specific rules other ways as well.
I hope everyone stays safe during this awful stuff going on. I've been gone & I've missed all you knuckleheads. Yes, even Nookie. I'm ready to get things going one way or another so catch up with me on ts, send a pm, and let's go!

Things are pretty much at a stand still with us not having two commanders. Thus the conversation was geared towards this problem.
I (Duck) suggested turning over command of the armies to the UN. At least tentatively when each campaign starts.
Example: C22 Doc goes red, Recce goes blue. (If someone steps up - they can be commander.) If not - We have C22 & when it ends, give the community 1 week to step up and be commander. If no one steps up Doc goes red, Recce goes blue, again tentatively.
This would eliminate to down time between campaigns. Everyone has to remember the bills dont stop just because we dont have a campaign going. If anyone doesnt want the UN to run the armies - all they have to do is be commander.
At this point no final decision has been made.

Topics: Besides the usual UN business we discussed balancing the teams & the two over rule.
Under the current rules, a team is allowed to play if they are 2 players up, and the roster is allowed to be a max of 2 players different.
Our discussion focused on whether it's time to change these rules. The members present agreed it was time to have another look at these rules & are leaning towards reducing the numbers for both. (rosters 1 different & battle day 1 different)
However, we need to include the entire UN into the discussion, before we can take the rest of the steps required to make said changes. As well as a poll or polls must be run for two weeks to make the change(s).
Expectations are these rules will be changed, however it would be unlikely for these changes to take effect this campaign. Due to the time constraints that must be followed it is most likely the changes would be in place for the next campaign.

The UN takes action (switching neutral players & or guests) - IF neutral players or guest are available

*Players signed up on a team are not switched. (This includes any UN members that have signed up on a team.)
A team is up by over 2:
The UN takes action. (switching neutral players & or guests if available)
IF no neutral players & or guest are available OR there are not enough to bring the number below 3, the UN invokes the 2 over rule.

The UN will notify the commander (that is up) they are in breach of the rule. The commander has the choice to either switch the number of players required or sit the number of players required.
