Red team (no commander) vs Blue team (no commander)
These rules specifically govern Campaign 15 and are to be read in conjunction with the Tournament Rules posted [here] and the Community Rules posted [here].
1. Campaign-15 Time Table
1.1. The campaign will start 18-Nov-2018 and will be played best of 9 as follows:
1.3. The team with 'advantage' can choose which map is played first. The choice must be posted in the HCO's Council they day before the start of battle.
1.3.1. If a preference is not posted before the deadline, the map played first will be that selected by the 'advantaged' army.
1.4. If the campaign score is tied after Battle 9, a tie-break (Battle 10) will be played 17-Feb-2019.
1.5. Start/finish times are defined in Section 2 of the Tournament Rules.
2. Scoring systems
2.1. Battle day score: 1 point for a win, 1 point for a roll; 0 points for a draw/lose.
2.2. Campaign score: each battle day win counts as 1 campaign point. The army with the most Campaign points after Battle 10 will be the winner.
2.3. The battle and campaign scores will be posted as announcements [here].
3. In-game tags & ranks
3.1. Rules for in-game and forum tags are stated in Section 1.8 of the Community Rules. The armies will be identified using the following designation:
3.2.1. If a player does not volunteer to command an army, up to three Regimental Administrative Officers (RAO) will collectively assume the HCO roles.
3.3. Ranks for unit commanders (officers) and NCOs will be communicated to army members by the Major or RAOs.
4. Uniforms ('skins')
4.1. Rules governing uniforms are stated in Sections 5.1 and 5.2 of the Tournament Rules. Each army will select a uniform each week, to be posted in the HCO Council forum the day before battle starts (first come, first served).
5. Maps & the selection process
5.1. All maps played in this campaign will be Advance & Secure (AAS).
5.1.1. Maps will be played as 'asset pre-set' (commanders do not make a custom vehicle selection).
5.1.2. The A-side of each map will be played first (Battles 1-5), followed by the B-side (reverse) of each map (Battles 6-10). i.e. Battle 6 will use the B-sides of maps played in Battle 1, Battle 7 the B-sides of Battle 2 etc.
5.2. The facilitators (UN) will select 6 AAS maps for the scrim.
5.3. Maps will be selected from a pool posted on army servers and listed in the HCO Council forum.
5.4. Each army (commander or RAOs) must select 10 AAS maps for the campaign, numbered 1-10 for the order of preference. The map selection must be posted in the Army-HCO forum as stated in 5.4.1 to 5.4.2.
5.4.1. Maps 1-6, plus 2 alternates must be posted (18-Nov-2018). (alternate: an extra map pick in case both armies chose the same map)
5.4.2. Maps 7-10, plus 2 alternates must be posted (30-Dec-2018).
5.5. The facilitators (UN) will also select 2 AAS maps for each of Battles 1-5 to be played (in the event of an early finish due to rolls) after the maps selected by the armies; reverses of these maps will be made available for Battles 6-10 (see Rule 5.1.2).
5.6. Map selections will be taken on a first come first served basis. In the event of an identical selection for the same battle, the map(s) selected for the following battle by the scrim winners will be brought forwards.
5.8. Back-up maps: maps chosen for the following week will be available on the battle server for potential use as a back-up for the current battle.
6. Gaming server settings for battles
6.1. Custom settings include but are not limited to the following:

- Example 1: the red-commander/RAOs selects ‘PagoPago’ for Battle 1 and the blue-commander/RAOs selects this map for Battle 3. PagoPago would be played in Battle 1 (red choice; first come first served) and the next blue choice (for Battle 4) is then moved forwards to Battle 3.
- Example 2: both armies want the same map for Battle 1. This map is played but the scrim winner’s first selection for Battle 2 is also brought forwards to Battle 1.
5.8. Back-up maps: maps chosen for the following week will be available on the battle server for potential use as a back-up for the current battle.
- Example: a critical fault in the Red-Battle-1 map is not identified until the battle is underway. The Red-Battle-2 map will be played instead.
- 5.8.1. If a map can be repaired then it will be used in the next battle. If a map cannot be repaired, subsequent maps will be brought forwards e.g. Red-Battle-3 map played in Battle 2, with Red-Battle-4 map as back-up.
6. Gaming server settings for battles
6.1. Custom settings include but are not limited to the following:
- Start-delay: 3 minutes (for players to load in)
- Map time: 45 minutes (reduced for last map to finish 17:30 eastern US time)
- Armoury: 20s delay to rearm
- Friendly fire: on
- Weapons: javelins off, Snipers on, Satchels on.
- Vehicles: no rocket-helicopters (Little Bird, Nb-105, OH-58). All other vehicles (including hydra-helicopters e.g. Vipers, Havocs and Hinds) are permitted subject to map guidance.
- Password protected (different passwords for each army)

Topics for UN+RAO (HCOs) meeting this Saturday, 10-Nov-2018:
1: Overview of default rules, which are based on the rules most commonly applied for Campaigns 1-14 with changes in format (e.g. maps) agreed 27-Oct-2018.
2: Team names to go with the avatars.
3: Uniforms remain as first come, first served (Rule 4.1) or have each team select one uniform set for the whole campaign, e.g. American-Ranger (x3), Europe-SAS (woodland, desert & snow), Europe-Spetnaz (flora, winter & desert)? 'rock-paper-scissors' used to resolve selection if both teams want the same uniform set.

Under the new campaign format (all UN actively playing), UN players will be Sponsored or pay-to-play. If Total=IC= reverts back to the format used for C1-14 (UN spectators and balance players) then UN players will no longer be expected to pay (as gaming not guaranteed).
For the UN and Army-RAO roles, we will adopt army tags as much as possible (as UN accounts have access all areas). UN-accounts still need to be used for UN business.
No decision on the team names yet...

In the absence of any credible suggestions (other than stating colour), I have made an executive decision for the default team tags (when we have no commanders). Tags have been selected so that the first letter reflects the team colour, whilst avoiding associations with regiments e.g. Red Devils, Red Caps, Blues and Royals etc that carry their own insignia.

As it's a funday next week, I have extended the deadline for the first map selection to 25-Nov-2018. Thereafter and in the absence of map selections, I will pick maps systematically from the map pool each week...but I'm sure both sides will have their first pick in by then.
