Black screen
I had it with my GTX 960 and Windows 10, don't remember it on Windows 7.
I was running Windows 10 insider previews on that machine, latest version messed up my network drivers. Re-imaged machine (also forgot to use WET tool to transfer data back before I upgraded), so it was good excuse to re-import data from my backup.
Windows 10 on my laptop running older Mobile Nvidia GTX 350m (no issues).
I think it may be direct x issue.

-dxlevel <level> - Forces a specific DirectX version when launching the game. This is useful if your graphics hardware is older, and gets significantly better performance in an earlier version of DirectX. Below are the most common modes used:
-dxlevel 80
-dxlevel 81
-dxlevel 90
-dxlevel 95
-dxlevel 98
You may also want to re-install Direct X 9.0c to make sure your new Windows 10 has it (some users say after installing as an administrator has fixed their issues)

Try running the game from a shortcut with -dx9 appended to the end.
For instance for Bioshock: "C:\Program Files\2K Games\BioShock \Builds\Release\Bioshock.exe" -dx9
Note there is a space before -dx9 or -d3d9 (alternative)
For some users, you may need to try Set launch options with either -dx9 or -d3d9 in Steam (under properties section for game in Steam) note: right click game in Steam, just add -dx9 or -d3d9 try one at a time.

- Please try changing the performance mode of the game. Below are the instructions for the same.
- Open NVIDIA Control Panel --> Manage 3D settings.
- Go to Program Settings tab.
- Add the .exe file of each game by clicking on Add button.
- In the setting window, change the 'Power Management Mode' to 'Prefer Maximum Performance'.
- Click on Save and restart the Computer.
- Run the program and check.
